What is the risk of HIV transmission when performing oral sex on a man without a condom and without ejaculation?

Dear Safe,

If there is truly no ejaculation, you have greatly reduced your risk of HIV transmission. However, drops of semen (pre-ejaculate or sometimes called "love drops") are usually emitted while the penis is erect and being stimulated before ejaculation. These love drops can transmit the virus (as well as viable sperm), so to be as close as possible to 100 percent safe, use a condom.
